Delivering Effective Pre-Qualification

Build UK and CECA have published a revised proposal for the reform of the pre-qualification system.

Build UK’s Action Plan sets an ambition to ‘develop and implement a solution to the current bureaucratic and repetitive process of pre-qualification that meets the needs of clients and other stakeholders and is beneficial to the construction supply chain.’

The principles of the proposed new system were supported by Build UK’s Contractor and Trade Association Forums and CECA members in September 2016.

The Construction Leadership Council (CLC) has also endorsed Build UK and CECA’s proposal stating:

‘The CLC welcomes and supports the proposed reform of the current pre-qualification process. This will remove duplication of effort and save the whole industry time and money and we will be encouraging adoption of this revised standard throughout Government construction procurement.’

The project aims to deliver a reformed pre-qualification system; where increased commonality amongst accreditation and assessment can lead to:

• Companies providing a single set of pre-qualification information annually;
• Assessment against a common standard by a provider of choice;
• Removing current repetitive and bureaucratic processes, and;
• Providing greater assurance to Clients and Main Contractors that assessments meet their risk management requirements.

Following further consultation with Build UK and CECA members, and with other stakeholders including clients and accreditation providers, Build UK has developed a revised proposal designed to reflect the feedback received.

There are two key elements to the new system; a Common Assessment Standard, and an Online Source of Information. We are working to deliver the Common Assessment Standard by the end of this year, with the new system up and running by 2018.
